Most will agree that having a bad reputation is sometimes better than not having a reputation at all. With that said, to define public relations, it is simply the consumer or public's opinion or viewpoint toward your product, service or good. Sometimes the viewpoint is aimed at an individual like a politician
If the public doesn't know who you are or what you do, I would have to agree that getting noticed may mean airing out some dirty laundry. One might argue that business use public relations as a form of advertising.
Concerning the publics view: Just when you thought you had heard the last of an aging movie star or young starlet, a scandal hits the tabloids. The result is instant fame all over again. Several years ago Janet Jackson popped out at a super bowl game and she was on the news for days following the blunder. This is just one example of many.
When a company has a scandal or major event, they will call in the public relations experts. For example, BP or British Petroleum launched a major campaign to help manage the publics view after the largest oil spill in U.S. History. Some of the distributors of Gasoline for BP wanted to change their store names back to Exxon to avoid customers driving by in protest of the oil spill.
BP has been seen on TV and other media outlets to let the world know that they are responsible for the clean up and are doing every thing that they can to make it right.
One notable dynamic is that the media and news outlets all impact the public relations effort. BP may have done everything possible, done the right things etc. but after the news media gets through with the story, they are the scum of the earth.
One other prominent place to find a great public relations campaign is on the trail of a political candidate. Some candidates are still trying to bolster voter confidence years after a scandal. Candidates also find themselves explaining the actions of family members and other ridiculous things that have nothing to do with their character as a candidate.
One of the better places to find a good PR effort is in the auto industry. I bet you can name off several recalls that you remember since the past year. Cars not stopping or rolling over frequently are not good for bolstering consumer confidence. So the drill is to correct the issues and then hit the consumers with a wall of everything is OK now.
